The first comment isn’t limited to adding hashtags; you can add whatever text you like, and it will appear as the first comment below your post and caption. How it works
Start the post creation the way you prefer, for example, with the Create Post button on the top right.
Selecting an Instagram or Facebook page, you'll see the additional text box below the caption box.
Here are the limitations on characters, mentions and hashtags:

What requirements are needed for the Instagram First Comment?
The Instagram Profile must be a Business Profile (not Personal or Creator)
The Facebook Business Page must be authenticated with PromoRepublic to enable this feature.
